Proxy voting for NRI bill

I see here that you mention that Proxy voting is possible for NRIs. Do you happen to know really whether "The Representation of the People (Amendment) Bill, 2017" got passed in Rajya Sabha, as of Jan 2019?

Raju Kanumuri: Bill to allow proxy voting by NRIs passed by Lok Sabha. Law Minister Ravi Shankar Prasad said the provision would help non-resident Indians (NRIs) to participate in the electoral process. .The Bill seeks to give them the option of proxy voting, which till now was only available to service personnel.

K. Bhat: Thank you Raju. However, it is possible that this will not be in effect for the 2019 general elections I suppose. Is that right? That means, NRIs can only register as voters online, but cannot make use of proxy voting facility yet.
